Why has Prime Minister Kishida of Japan been able to remove the 1% defense budget ceiling at last? Combining constructivist research on national security culture and the theory of punctuated equilibrium borrowed from public administration, the paper will identify the long causal chain that connects a structural change in international system with Japan’s defense policy changes.
